Note:  This ship was given permission at the Port of Mobile

on the 31 of January to land the slaves named in the

manifest.  On 2 Feb 1821, permission was given to proceed to

New Orleans.  On 15 Feb, at Balize, the collector of customs

entered a note: Examined and find Henry as described in this

list not to be aboard.  But Henrietta, a female that appears

to answer the age(?).  On 5 March, Beverly   ËChew,

collector of Customs for New Orleans gave the Chatsworth

permission to land.

AFFIDAVIT:

State of Louisiana,  Parish of New Orleans

Before me Joseph Roffigias, Mayor of the City of New

Orleans, personally appeared J. B. E. G. Muloan of the said

city, who for being duly sworn, says and declare, that he is

on his departure from this port for Le Havre (France), on

board the ship Concordia.  hereof Davis is master and

intends to take with him, on the same board, for his

personal attendance, his servant Thomas, a free Negro man,

forty five years of age, five feet and seven inches height,

the forehead somewhat back having some wringles (sic) around

the chin and mouth -- and said G. B. E. G. Missuss, further

states that the above present declaration is made in order

that on his return to the City of New Orleans, or  Í

otherwise said free Negro man Thomas above described may be

permitted to return and be admitted in this City of New

Orleans.  Sworn to and subscribed before me at New Orleans

the 17th day of April 1821.  ____ , Mayor



District of Mississippi, Port of New Orleans

Having seen the above declaration and description of the

negro man Thomas, permission is hereby given to bring him

back into this District, provided he shall be presented? ??

Inspector of the Customs at the Balize, prior? to his

departure and on his return to that place? the Inspector

will certify the same in this permit. Bev. Chew

Follows a note in French attesting that the said person did

arrive in France.

Apparently some discrepancy existed about Joe's description

and the number of slaves on board.  No indication given as

to how resolved.  A note indicates "...found them to agree

excepting one mulatto boy said to be black on the manifest."

 Bev  Ëerly Chew, head of customs, states:  "Satisfacory

security has _____ to produce proof of the boy Joe being a

slave -- the whole of the slaves may therefore be landed." 

Permission was granted to land.

Note:  The Brig Intelligence departed Baltimore around 18th

of September (See following manifests.).  The Brig was at

Balize by October 17th.  On 3 November, an order was  Ë

issued to inspect the slaves at New Orleans.  Permission was

given to land the slaves with the note that "except Jim

Marshall not inspected."  

16th November 1821

Statement by Ship's master: "... no change has taken place

in the number or description of slaves on board said brig

since my departure from Baltimore except this Neger Stephen

died on the voyage."   So Help me God, B. J. Jenkins



Statement of William Fitz, Inspector:

Captain Sears of the Schooner Napoleon from Savannah now at

or near the English Turn having entered his vessel according

to law, permission is hereby granted to discharge the cargo

of said slaves at the Terre aux Beufs (sic) in the vicinity

of the English Turn provided the same be done under the

inspection of an officer of the Customs.  The manifest of

the cargo accompanies this permit.  Permission is ___

granted to land the twenty four slaves aboard and described

inthe slave manifests provided that on inspection they

correspond to the descriptions respectively set forth in

said manifest accompanyng this permit.  3 December 1821.

of Touissant Mossy , an inhabitant of that city and his wife

Madame Mossy who departs for Nantz, France to "re-establish

her health" and she takes with her a negro woman, his

slave,named Palmira (aged of 27, 5'-1" high having the end

of the small finger of the right hand disformed by a

whitlow, and bearing on each temple some small marks of her

nation the Mina) to attend on his child as a nurse and

further states   Ëthat the above deposition is made in

order that the said slave may be sent back and be

reintroduced in this city."

Deposition was dated 1 April 1821.  Return and landing was

12 December 1821.

Note:  This is a summary manifest for the Schooner James

Monroe.  It apparently includes all individual slaves

shipped by the James Monroe around October 20, 1821.  The

names on this summa  Êry list are the same as those for

entries 333, 335,336,337, 338, 341,342, 343, 352, 356.  The

James Monroe arrived at Balize 13 November, 1821.    On the

15 November, the inspector wrote the following statement:



     I have examined the within named and described slaves,

and found them to agree with the general manifest, with the

following exceptions:



     1.  Sam White (No. 12) appears to me to be a full

blooded mulatto but in other respects agrees with his

description in the manifest.



     2.  Maria (No. 34) appears, and on the separate manifest

is said to be only 9 instead of 19 years old;; I had no

doubt of the mistake having been made in transcribing.



     3.  George Washington (No. 35 appears not to be quite

black: I should judge him to be three fourths, or, if such a

mixture be possible, four-fifths black.



     4.  Anny Pusey (no. 111) I should judge to be 20 years

of age instad of 16; but of this I thought it possible I

might be mistaken.



     5.  James Brown (No. 115) appeared to have a tawny  Ê

tinge instead of black; but which, I conceive, might be the

effect of ill health.



     Sam White (No. 12) and George Washington (No. 35) were

directed to be detained on board, for further order; the

remainder were permitted to be landed.
